For a long time, drone sightings at events felt like a novelty problem. A hobbyist got too close, the FAA filed a report, someone got fined. People shrugged. But the frequency has climbed past the point where shrugging is a reasonable response, and now event security professionals, venue operators, and local law enforcement are all asking the same question: what do we actually do about this?

The Numbers Stopped Looking Like Outliers

Here’s where things get sobering fast. U.S. officials told a Senate committee that there have been more than 3,000 drone events near American airports since 2021, including 11 aircraft that reported taking evasive action to avoid collisions in a single year. That’s not a rogue hobbyist story. That’s a pattern with real consequences for crowded airspace above and around major venues.

Those drone incidents have caused significant flight delays at major airports, according to Steven Willoughby, a counter-drone official with the Department of Homeland Security, who also told the Senate Judiciary Committee that in two instances drones collided with aircraft conducting critical response operations during emergencies in California and Texas.

And it’s not just airports. A man pleaded guilty after flying a drone over the NFL AFC Championship game in Baltimore, and a Boston man was charged with unlawfully flying a drone near the finish line of the April 2024 Boston Marathon, which prompted law enforcement to seize the drone mid-air. Both incidents unfolded in front of massive crowds with no warning.

The FAA now receives more than 100 drone sighting reports near airports each month , according to data published at the FAA’s UAS Sightings Report page. That figure holds even accounting for the fact that not every reported sighting involves a genuinely unauthorized flight. The volume alone is the signal.

What Makes Public Events a Specific Target

Open-air events are uniquely attractive to bad actors operating drones, and not just because of the crowd size. Think about what a major outdoor concert or championship game looks like from a security standpoint. There are thousands of people packed into a defined geographic space, heavy media presence, restricted airspace that’s technically enforceable but practically difficult to monitor at ground level, and security personnel already stretched across perimeter, entry, and crowd management duties.

Drone operators who want to cause disruption, conduct surveillance, or simply capture footage for social media know that the window of opportunity is real. Most venues don’t have persistent aerial awareness. A drone that clears a tree line at the right moment can loiter above a stadium for several minutes before anyone on the ground can coordinate a response.

The Ravens playoff game in Baltimore illustrates this perfectly. A wild-card playoff game between the Baltimore Ravens and Pittsburgh Steelers was temporarily paused when a drone was sighted flying close to the stadium. The game stopped. Players stood on the field. Tens of thousands of fans in the stands had no idea why. Security staff scrambled. By the time the situation resolved, the drone was gone and nobody had a clear answer on who had flown it or why. That outcome, a pause, confusion, and no accountability, is what the current detection gap looks like in practice.

Near Misses in the Air Are the Part Nobody Talks About Enough

The stadium stories make headlines. The aviation stories should scare you more.

Nearly two-thirds of reported near-midair collisions at the 30 busiest U.S. airports in 2024 involved drones, according to an Associated Press analysis. These incidents often occurred during takeoff or landing, when aircraft are most vulnerable. In one case near San Francisco International Airport, pilots saw a drone just 300 feet from their cockpit window and had no time to respond. That’s reported by CBS News covering the AP’s analysis, and the detail that stands out is how close the gap is between a sighting and a catastrophic outcome.

Events that take place near airports, or in airspace corridors around them, carry a compound risk. The drone that shows up to get footage of a sold-out concert might be operating in the same airspace a medical helicopter needs three minutes later. That’s not a hypothetical chain of events. It’s exactly the collision risk the DHS testimony described.

The Detection-to-Response Gap: A Framework for Thinking About It

Security professionals working this problem tend to break drone incidents into three phases: Detection, Translation, and Response. Call it the DTR framework. The challenge is that most current event security setups have meaningful capability only in the Response phase, and only after something has already happened.

Detection means persistent, real-time awareness of what’s in the airspace above and around your venue. Most event venues don’t have this. Visual spotters are inconsistent. Radio-frequency sensors are rarely deployed. Radar coverage is almost nonexistent at the venue level.

Translation is the step that converts a detected contact into actionable intelligence: What kind of drone? Where is it going? Is it broadcasting a video signal? Does it have a payload? Without this step, detection is just noise.

Response is where most security conversations start, and that’s the problem. You can’t effectively respond to a drone you didn’t detect and couldn’t classify. Kinetic and electronic countermeasures both require accurate targeting, which means the DTR chain has to be intact before Response is even relevant.

Event operators who want to take this seriously need to invest in the Detection and Translation layers first. That might mean working with a specialist vendor who offers a full counter drone solution that integrates sensor fusion, AI classification, and layered response options rather than shopping for individual components that don’t talk to each other.

What Regulators Are and Aren’t Doing

The regulatory picture is genuinely complicated. The FAA controls the airspace but doesn’t have express statutory authority to deploy counter-drone measures at airports without specific authorization. Most electronic countermeasures are restricted under FCC regulations in civilian contexts. State and local law enforcement can observe and report but often can’t legally interfere with a drone in flight even when it’s clearly in a restricted area.

For private event operators, the legal picture is murkier still. You can deploy passive detection. You generally cannot jam, spoof, or physically intercept a drone without coordinating with federal law enforcement. That means your best play is situational awareness fast enough to get law enforcement on scene while the drone is still airborne.

A Practical Checklist for Event Organizers

If you’re responsible for a large outdoor event and drone security isn’t in your planning documents yet, here’s where to start:

  • Map your airspace. Know the flight restriction zones, the altitude ceilings, and the neighboring airport corridors before the event, not during.
  • Coordinate with local law enforcement early. They need lead time to position personnel and access any counter-UAS tools available to them.
  • Deploy passive RF and optical detection. Even basic monitoring gives you the Detection layer the DTR framework requires.
  • Establish a clear escalation protocol. Who gets the alert? Who makes the call? How does the crowd get managed if the game or show has to pause?
  • Document everything. If a drone appears and law enforcement needs to pursue the operator afterward, you want timestamped sensor logs, not just eyewitness accounts.

None of this is overkill. The Baltimore playoff game, the Boston Marathon, the Senate testimony, and the AP aviation analysis all point in the same direction. Drones at public events aren’t a fringe concern anymore. They’re a recurring operational reality, and the gap between awareness and preparedness is still very wide for most venues.

The question worth sitting with is simpler than the technical answers: if a drone appeared above your next event right now, would you know about it before the crowd did?
